    Board President

    Semi-Retired Sales Manager of 28 years at JIMS Machining. Former CASA of Ventura County and advocated for approximately 4 years. Certified Podiatric Medical Assistant and honorary member of the American Society of Podiatric Medical Assistants. Denise comes from a military family, having a grandfather and Father who both served in, and retired from the Navy. An accomplished equestrian from Somis, CA.

    Master’s Degree: Leadership and Management. Bachelor’s Degree: Organizational Management. United States Navy, Construction Mechanic First Class Petty Officer, Ret. Highly intuitive veteran and accomplished Maintenance Program Manager equipped with 20 years of comprehensive mechanic expertise and achievements in maintenance operations for automotive, construction and marine equipment, logistics management, process improvement, training and facilitation, and quality assurance.

    Treasurer

    Past Secretary for World Stars Gymnastics a 501(c) in Camarillo for approximately 2 years. Active volunteer with Reins of H.O.P.E. for the past 6 years. 30 years of professional finance experience and is currently employed with SIMS Software in Carlsbad, CA in position of Finance and HR Manager. Former CASA in San Diego County and advocated for approximately 2 years. Passionate about both Military and at-risk youth and has a son-in-law who is a Marine Veteran.

    City of Los Angeles Lead Electric Service Representative for 3 decades. Restaurant Business owner for 15 years overseeing 27 employees, leading to philanthropic pursuits within and for his community. Volunteer at Hands on New Orleans during Hurricane Katrina. Biker’s Against Bullies, The Love Ride, Youth and Family Services, Big Brothers and Big Sisters of America, are all organizations Mr. Quan has raised money for.

    Retired Auditor for County of Ventura Controllers Office. A dedicated 4-year Volunteer at Reins of H.O.P.E., and a proud spouse of a Seabee who served our country for 22 years.

  • Anna Baccellieri, PhD, MPA

    Board Member

    Anna Baccellieri holds a Doctoral Degree in Public Health, a Master's in Public Administration, and a Bachelor's in Sociology. She volunteers with Reins of H.O.P.E., supporting programs for youth, veterans, and survivors of violence, using her expertise in equine-assisted therapy. She also volunteers with the Ventura County Family Justice Center and has completed a 40-hour Domestic Violence Advocacy Certification. With 19 years in higher education and community health research, 15 years in leadership, and over 20 years in violence prevention, her work spans research, policy, and activism. Her dissertation focuses on interpersonal violence and chronic pelvic pain.

  • Collette Wayne (Thogerson), PhD

    Board Member

    Dr. Collette Wayne is a best-selling author, public speaker, wellness scientist, a disabled Air Force Veteran and CEO of Oceans of Grace, which includes a non-profit foundation and a consulting firm. Specializing in ‘ecosystem wellness,’ she integrates human, animal, and environmental health through tailored wellness programs and educational initiatives. Overcoming a challenging upbringing and chronic pain from a military injury, Dr. Wayne pursued degrees in animal biology and well-being from UC Davis and Purdue University. With a 25-year career across various sectors, she has advanced animal and environmental wellness and remains inspired by her role as a mother and her involvement in wildlife rescue and therapy.

  • Mike McManus

    Advisory Board Member

    Past County of Ventura – Veteran Services Officer. Prior to assuming the CVSO duties, Mike worked three years in the private sector for Baxter International, in their Newbury Park Bioscience facility as their training & development manager. Before working in the private sector, Mike held a variety of leadership positions in the Air Force.

    Mike deployed for three major Operations: to USAFE Headquarters Staff for ALLIED FORCE in 1999, to Kuwait for SOUTHERN WATCH in 2002, and to Kuwait for IRAQI FREEDOM in 2003. He was also stationed in Kunsan AB, Republic of South Korea from 08/96 – 02/98. He ultimately retired after 20 years, with his last assignment as the First Sergeant for the Air Force Detachment at Naval Base Ventura County – Port Hueneme. Among his military awards and decorations are the Meritorious Service Medal w/ two oak leaf clusters, the Air Force Commendation Medal w/ four oak leaf clusters, the Air Force Outstanding Unit Award w/ Valor Device w/ three oak leaf clusters, the Armed Forces Expeditionary Medal, the Global War on Terrorism Expeditionary Medal and the NATO Medal.

    School Counselor at Thurgood Marshall Elementary School in Oxnard, CA, Master’s Degree in counseling from Cal Lutheran University. Provides Pre-Service Training to families through Kids & Families Together in Ventura. 14 years with Oxnard School District as Outreach Specialist, Director of Healthy Start & Special Programs. Served Big Brothers Big Sisters of Ventura County as a School-Based mentoring coordinator.
